Because DecryptAndRun() function decrypts the file and you probably used unencrypted file in DownloadFile() so it got corrupted during 'decryption' and hence it could not be recognized as a valid PE file. Just comment lines 28-31 in the loader. Note: this works only for 32 bit executables, so don't forget to build the loader as 32 bit too.
