Fixes for "Developing for Govready-Q"

The "Developing for Govready-Q" page developing-for-govready-q/index is in a transitional state.

Things to do:

• Fix the TOC.
• Consider moving "Examples for Setting Up Your Development Environment", "PyCharm", and "Management Commands" to separate files.
• Replace the first person language ("I will...") in "Management Commands" with objective voice.
• In "Management Commands" the Command/Usage Notes tables are too wide for readthedocs. Consider reformatting with a term/definition-style list or other formatting which comes across better on readthedocs.
