[DOC] Document nvdashboard jupyterlab toggle accelerator for cudf.accel

Documentation proposal

Since the jupyterlab-nvdashboard 0.15 release extension, if a user has cuml installed, the GPU toggle for cudf.accl will be enabled. xref PR: rapidsai/jupyterlab-nvdashboard#248

We could limite this to a few screenshots, for simplicity since the video is long.

I can make this contribution, I'd like a minimal guidance on the preferred way to contribute this.

Dropping a comment here to unify efforts, based on this discussion in the cudf issue NVIDIA/cudf#23622 (comment) I think the reasonable thing to do is to make the update in the jupyterlab nvdashboard side showing the accelerators and and then create a PR in cuml to update docs linking to it.

I think I'd prefer screenshots at the moment. We don't have any other animated content within the docs right now. We also need to set very clear expectations if users need to install any additional packages/extensions in addition to the standard library for this to work.
