fix(scope): Manual security coverage incorrectly says 'provisioning OpenAEV'

Description

As a user of Security coverages to manually capture detection and prevention scores I should not see an icon that states 'provisioning OpenAEV' when I am using a manual coverage. This makes me think there is some extra action being attempted by the platform that I did not intend.

version 7.260615

Reproducible steps

Steps to create the smallest reproducible scenario:

1. Create manual sec cov
2. Look at the top right - see

Expected output

There should be no GoToOAEV button or placeholder 'provisioning OpenAEV' for manual security coverages when OAEV is not used to create security coverage results.
