feat: add UK jurisdiction suite — 11 plugins (England & Wales / Scotland / Northern Ireland)

Adds 11 UK-jurisdiction plugins as non-breaking additive additions alongside
the existing US plugins. No existing plugins are modified.

Plugins: employment-legal-uk, ai-governance-legal-uk, commercial-legal-uk,
corporate-legal-uk, ip-legal-uk, law-student-uk, legal-clinic-uk,
litigation-legal-uk, privacy-legal-uk, product-legal-uk, regulatory-legal-uk

Each plugin uses uk-legal, govuk, and uk-due-diligence MCP connectors.
Covers England & Wales (primary), Scotland, and Northern Ireland.
