I can't add a backend to an identity

I am absolutely completely confused on how to get this working. I created identities for those I want to sync. Those identities have "No backends configured". Okay. So I go to create a backend, but I can only add the "main" identity. I cannot select my other user's identities. What am I missing?

you dont manually create identities
