Useful for dev environments where we want to test the UI with a remote ARGOCD_API_URL.

Adds changeOrigin to the UI dev-server proxy configuration to better support development setups where the UI is served locally but proxies API calls to a remote ARGOCD_API_URL.

Changes:

• Enable changeOrigin on the shared proxy config when ARGOCD_API_URL is set.
• Adjust proxy config formatting (adds trailing comma and comment).
