Store consent for logged in users

The GDPR and ePrivacy Regulation states that it is required to save the consent given by visitors.

Unclear to me is how to do that for anonymous visitors especially when one is not allowed to save full ip addresses.

However, consent status can be saved for 'known' visitors.
