docs(maintenance): record Week 3 Tier-2 backlog completion

Log that the econometric-fit Tier-2 backlog is cleared (67 packs at full
resource layer, scorecard mean 59.0 -> 73.5, all hard gates green) in the
uplift program and claims ledger.
