Adding new blocks to the RTE

Looking to merge this in : cds-snc/notification-admin#2628

Acceptance Criteria

• Align with Design System on the Callout (box) - Use colour tokens
• Align with Design System on the button (CTA) - Use color tokens
• Align with content strategy for Emojis (speak to Amy) - Use a subset in the picker.
• New icons for the features (or a drop down with further features?) - @amazingphilippe to align with new design
• Design implementation for new blocks
• Write up all next steps decided as dev implementation tickets

Some general guidance from the design system team:

• If we can use the correct tokens when possible this would be good. Especially for buttons, borders and shadows.
• We should probably make it easy to update the tokens down the road if they change
• Emojis can be okay, but probably not all of them. We could curate a subset of icons that make sense, (ie keep ⚠️, but remove 🤮). An idea, we can map to the current set of icons from GCDS
