Manual install script causes Composer loop.

During installation with manual installation script provided on website, Composer goes into an infinite loop of "> composer suggest" and never completes.

I have tried the --no-suggest flag, but Composer ignores it with a message that the flag is deprecated.

Version & Environment

Rev: v2.9.0

OS: Debian 13.5, Composer 2.8.8-1
