Quick buffixes:

* Fix window-destroy events that were blocking Custom Binds from being
  saved after anything in a ListPanel got deleted.
* Fix off-by-one error in UsePowerFromTrayCmd PowerBinder Command
* Profile Binds Dir now correctly checked for other profile owning it
* Fix to github action re: making 'debug' releases pre-release
