SecurityPolicy spec.targetRef(s)

Hi all,

I'm testing Envoy Gateway and I have a question about SecurityPolicy's target references.

In the documentation, Design Decisions section specifies:

This API will only support a single targetRef and can bind to a Gateway resource or a HTTPRoute or GRPCRoute.

However, the API reference for SecurityPolicySpec lists: targetRef, targetRefs and targetSelectors.

I've tested targetRefs and it works, am I right to assume that the design section is a bit out of date?

the API reference is the source of truth for every specific version
would be good to also update the design docs
