Dashboards: Seer helper panel overlaps the widget builder and dropdown menus in edit mode

Steps to Reproduce

1. Open a dashboard and click Edit (edit-layout mode) with the Seer dashboard assistant enabled.
2. The "Ask Seer to modify this dashboard" helper panel appears.
3. Add or edit a widget (opens the widget builder), or click "+" and open the "Select Filter Dataset" dropdown.

Expected Result

The widget builder and dropdown menus appear above the Seer helper and stay fully usable. The helper can stay on screen but should sit behind whatever you're actively editing.

Actual Result

The Seer helper panel is drawn on top of and covers the widget builder form (the Series/aggregate controls) and shows through dropdown menus like "Select Filter Dataset," so those controls are obscured and hard to use. Appears to be a layering/z-order issue. Only happens in edit-layout mode.
