[Feature] Drivers should try other stations before leaving the site

if a car goes to one station and it doesn't work, it should be able to try other stations at the same site that are free and suitable as well

unless they are already too frustrated, then they can leave immediately

implementation note: this impacts vehicle routing, which tends to be a bit more complex to get right in the current codebase
