Support generate maps with an local .osm file.

Currently, the project can only generate MC maps by selecting a region on the map, but users may want to customize their own MC maps with data that different from the OSM server (such as modified OSM data, OSM data exported from Cities: Skylines, OpenGeofiction data, etc.).
I believe that supporting users to upload custom OSM files would meet the needs of a wider range of users.
