Add a table for tools we use along lines of https://nsidc.atlassian.net/wiki/spaces/DAAC/pages/52904332/Languages+libraries+and+tools+to+support+use+and+teach+in+NSIDC+code+resources

I filled in some more info as part of PR #31 but would be happy to chat more about turning it into a table! I created one for this page https://nsidc.github.io/NSIDC-Data-Cookbook/reference-guides/data-structures.html and could try something similar for the Tools.
