Rename to `ctlplane`

Let's rename ocpctl to ctlplane since we don't want to use the abbreviation OCP throughout our repositories anymore.

I would vote fore opencontrolplanectl. Or maybe controlplanectl it the other one is too long.
ctlplane sounds strange to me and doesn't common naming patterns like kubectl, gardenctl etc.
Does the ctl in ctlplane referst to controlplane or is it controlling a controlplane?

opencontrolplanectl is definitely too long. controlplanectl too. Which bash tool you regularly use has more than eight letters?

Yeah, aliases are an option, but we shouldn't force users to use one, which we kind of do if the other option is to type a novel.

Not a fan of ctlplane either, would still prefer ocpctl over it. I also don't get the 'we don't want to abbreviate our name' thing (we should have gone for a shorter name then), especially regarding a command line tool, where shortness is a desirable property.

But I was pretty alone with my opinion the last time we had a naming discussion 😅
