Reuse Cluster Option

What would you like to be added:

I want an option to reuse clusters from a previous run and execute my e2e test suite by redeploying my service provider with an updated image instead of bootstrapping openMCP from scratch.

Why is this needed:

Bootstrapping a complete openMCP installation takes quite a long time and can become tedious when iterating over small changes in a local development scenario.

Acceptance Criteria

• I can use an existing cluster to run e2e tests against based on e.g. a command line flag or env variable
• Reusing existing clusters results in skipping the installation steps (install openmcp-operator, cluster provider, etc) of the openmcp bootstrap method
