Add Georgian NAPR orthophoto and topographic layers

Hello,

Georgia has publicly available orthophoto and topographic layers provided by the National Agency of Public Registry (NAPR).

These layers are currently not available in the Editor Layer Index and therefore do not appear in the iD Editor background list.

Examples of available layers:

• Orthophoto 2025
• Orthophoto 2024
• Orthophoto 2023
• Orthophoto 2022
• Orthophoto 2020 Western Georgia
• Orthophoto 2015 Adjara
• Orthophoto 2014 Tbilisi

There are also multiple topographic map layers and historical orthophotos covering different years and regions of Georgia.

The Georgian OpenStreetMap community actively uses NAPR imagery for mapping. Community members have confirmed that the local consensus regarding the use of NAPR data in OpenStreetMap remains in effect and is documented on the OSM Wiki.

I have collected the WMTS/TMS endpoints and can provide the complete list if needed.

Could these layers be reviewed for inclusion in the Editor Layer Index?

It is up to users wanting to include the resource to properly check all relevant licensing, laws and legal or other restrictions which may or may not exist for (part of) this data. Maintainers of this repository may check themselves some details voluntarily, but only if it is immediately clear it is compatible they will say it is okay to include it, else they will indicate they need more information or consensus of the local community(/ies)/users.
Eventually a user has to provide sufficient details and/or someone has to submit a pull request (PR) following the Contribution Guidelines of this repository. It may take a while for maintainers to respond or accept changes

You should contact the local community and check if it is still active and is aware this comment on the wiki was created and if they remember there was any discussion about using this data. It might take a while for them to respond.
If you are still unsure if the license is compatible, then you should contact the Licensing Working Group (LWG)
If they say it needs a wider discussion then you can create a post on the global community forum via the General subforum

Note some websites may be geo-restricted, so people from outside the country may be unable to verify some details.

I found that the Georgian OSM community has already documented the use of NAPR data on the OSM Wiki.

The WikiProject Georgia page lists NAPR as an allowed data source and includes a licensing discussion. According to that page, after reviewing Georgian legislation and discussing the matter within the community, NAPR data was considered acceptable for use in OpenStreetMap.

The page also references Georgian laws stating that spatial data published through the National Geoportal is open and publicly available.

Additionally, I collected WMTS/TMS endpoints for numerous NAPR orthophoto layers (2000–2025) and topographic maps that are currently not available through Editor Layer Index.

Would this information be sufficient to proceed with adding these imagery layers to ELI, or would a pull request with the layer definitions still be required?

Also, I can prove that the local community agreement, which claims that it's possible to use NAPR layers in OSM according to Georgian law, is still in effect. Many members, including corporate editors, specify it as a source of contribution.

This winter, I filled up an entire settlement's streets and building numbers using data from NAPR in another window. If this layer were directly accessible, the process would be a hundred times simpler.
