Event: Creation Page

To create events using this page, we will require some of the following details from the event creator:

1. Title [ REQUIRED FIELD ]
2. Description [ REQUIRED FIELD ]
3. Category ( Since we are classifying them on this basis ) [ REQUIRED FIELD ]
4. Event Manager / Creator name and email address ( Who will manage the event )
5. Venue [ REQUIRED FIELD ]
6. Time and Date of Event [ REQUIRED FIELD ]

This all may be not placed in the same order in the page. Also, make UI for the page together with its backend. Ask immediately if stuck at some point. As usual, can use templates but verify for any copyright issues before pushing.

NOTE: It's a bit hard and time taking issue and hence decided to be considered as TWO Pull Requests for SOI2019
