Add ideal sun observer

Add an ideal sun vector observer in ideal components.
機能としては、

• 太陽ベクトルを直接計測する
  • 慣性座標系と機体固定座標系どちらでも取れるようにする
  • ノイズは載せれるようにする
    • 角度一つを指定し、真の太陽方向ベクトル周りの円錐の中でランダムにノイズを乗せる
• 蝕など関係なく値は計測できるとするが、蝕かどうかのフラグも別途取得できるようにする
