Add Paragraphs Editor Enhancements module

Adding the Paragraphs Editor Enhancements module would increase the usability for the website editors in the framework. It allows us to categorize the paragraphs we have, so that when an editor adds a paragraph they can see the "Common" paragraphs first and then the "Specialized" paragraphs grouped below that.

In order for this to work, it requires the "Standalone media URL" to be enabled in media settings
