As per the discussion in web-platform-tests/wpt#59444, it currently doesn't.
I think it'd be a matter of changing "same-origin" to "CORS-same-origin" in the quirk's definition.
That matches Gecko, and maybe Blink judging by https://wpt.fyi/results/html/semantics/document-metadata/the-link-element/link-style-data-url-quirks.html ?
