Implemented `deployIssuerIdentity` as a gas-efficient alternative to the full `ClaimIssuer` contract. This approach uses the existing identity factory to onboard institutions, significantly reducing deployment costs by reusing identity proxy logic while maintaining compatibility with the trusted issuers registry and validation path.
