During startup, if no schema upgrade is needed,
it is unnecessary to query the status of all products
one more time.

As part of this change, also added a log message
when connecting to products.
This error message is considered normal for a TCP
server. Added a comment to the source code which clarifies
this networking behavior.
The parse status file filter now correctly handles
relative file paths in the compile_commands.json file.
Additonally, a bug was fixed when the filter was used
for nonexistent files.
Added pyproject.toml, which defines the mypy configuration.
As a first step, only the codechecker_common/ folder is checked
by mypy. This can be extended later.

The first issue detected by mypy is that Report.report_hash
could be None in several cases in the codebase.
Also added installation of stub package types-psutil for mypy.
Some further information was written in the commit message of the task
management implementation. These are now saved in the official
documentations.
