RC3 Release .NET Core 1.1, .csproj, VS 2017

This is the first release that moves to the new .NET Core .csproj tooling and as such requires Visual Studio 2017 (if you're using Visual Studio) or the RC3 SDK and Tools.

Tooling version should be: 1.0.0-rc3-004530

Last project.json and VS 2015 release

All builds after this one will use VS 2017 and the new .csproj format.
