RC3 Release .NET Core 1.1, .csproj, VS 2017

This is the first release that moves to the new .NET Core .csproj tooling and as such requires Visual Studio 2017 (if you're using Visual Studio) or the RC3 SDK and Tools.

Tooling version should be: 1.0.0-rc3-004530

This tag points at the vNext pre-release beta 2 bits that haven't changed in a while as the team is already on to rc1 bits. Tagging this now as it coincides with the release of the article online.

This tags a stable point in time for a version that runs safely. Use the following KRE-Runtime:
