Delegate get_tool_requirement_for_action to get_execution_requirements. Both native entry points return FeatureConfiguration.getToolRequirementsForAction().

get_tool_requirement_for_actionnow delegates toget_execution_requirements. Both native entry points returnFeatureConfiguration.getToolRequirementsForAction(), so this preserves the rules_cccc_commonAPI while removing the duplicate native call.
