- Add `# ty: ignore[invalid-assignment]` for test-only monkey-patching
  of `config.lease_async` where the function signature intentionally
  differs (missing self parameter)

Fixed the CI issues:

  1. Missing certifi dependency: Added certifi>=2024.2.2 to jumpstarter-cli-common dependencies — oidc.py imports it but it wasn't declared.
  2. Type-check errors from ty 0.0.35: Added assert callback is not None narrowing before inspect.unwrap() and .__wrapped__ access in test files (create_test, update_test, shell_test, delete_batch_test, delete_test, get_test). Added # ty: ignore[invalid-assignment] for intentional monkey-patching in shell_test.
