I'd propose that we add a step 0 to actually get a Sponsor first of all and discuss the blog post idea with them/get them to sponsor the idea.

I've updated that section now

Hey @nwanduka, could we add an Issue Template for blog posts? With an issue template, I believe we can make a section "Sponsor" required, and also provide guidance in the issue template about how to get the sponsor (e.g., reach out in Slack or in MAINTAINERS files through git repositories, etc) |

In keeping with this consensus at the dev summit meeting, this PR updates the blog content guide to require community contributors to identify a technical sponsor who will review their blog post PR before starting to write a post.
