feat: add UK jurisdiction suite — 11 plugins (England & Wales / Scotland / Northern Ireland)

Summary

This PR adds 11 UK-jurisdiction plugins as non-breaking additive additions alongside the existing US plugins. No existing plugins are modified.

All plugins cover England & Wales, Scotland, and Northern Ireland, with jurisdiction-specific notes where the law differs across those three jurisdictions.

What changed from the US plugins

Connectors (.mcp.json per plugin)

• Replaced CourtListener / Westlaw / Lexis with uk-legal MCP (legislation.gov.uk + TNA Find Case Law), govuk MCP (GOV.UK guidance), and uk-due-diligence MCP (Companies House, Land Registry, Gazette)

Guardrails substrate (CLAUDE.md per plugin)

• Citation tags reference UK research connectors ([uk-legal MCP], [BAILII], [legislation.gov.uk], [ICO-GUIDANCE], [FCA-HANDBOOK], etc.)
• Escalation tables reference UK regulators (FCA, ICO, CMA, ACAS, EHRC, SRA, BSB, Ofcom, MHRA, HSE)
• Jurisdiction recognition examples use UK-specific doctrines and statutes
• Footprint paths updated to claude-for-legal/<plugin>-uk/

Skills (per-plugin skills/*/SKILL.md)

• All statute references replaced with UK equivalents
• US case law replaced with BAILII-sourced UK authority
• Court/tribunal references updated to UK hierarchy (CPR, ET, High Court, Court of Appeal, Supreme Court)
• US legal terminology replaced throughout (discovery → disclosure, plaintiff → claimant, attorney-client privilege → LPP, etc.)

Approach

• Separate <plugin>-uk/ directories — zero impact on existing US plugins
• Each plugin uses the same skill directory structure as its US counterpart
• marketplace.json updated with 11 new additive entries

• England & Wales — primary (SRA/BSB, CPR, English contract and tort law, FCA, Companies House)
• Scotland — noted divergences (Scots contract law, Court of Session, Law Society of Scotland, Faculty of Advocates, Scottish DPLP qualification route)
• Northern Ireland — noted divergences (LSNI, Bar of NI, NI courts)

Notes for reviewers

• This follows the same non-breaking additive pattern as other jurisdiction adaptations (e.g. PR feat: localize commercial-legal plugin for Taiwan (ROC) jurisdiction #39 Taiwan, PR Add employment-legal-es plugin for Spanish employment law guidance #19 Spanish)
• All 11 plugins are structurally validated against the same conventions as the US originals
• The employment-legal-uk plugin has been dogfooded against 3 test scenarios; the remaining 10 are adapted from the validated employment-legal-uk pattern
